The Starks Business & Civic Association, Inc. is a non-profit association. It was formed by local businesses and civic organizations to promote a positive image of Starks.
It started in general conversation and led to the forming of the association. The group held their first meeting February 11, 1993. They chose a name, developed by-laws, set goals, and elected officers.
The first festival was held May 13, 1993. It was only a one day festival but enjoyed much success. The festival has grown to a three day festival and is held the 3rd week-end in May.
The Mayhaw Festival hosts a Queen's Pageant and each year the Starks Mayhaw Festival Queen competes in the Louisiana Fairs and Festivals Queen of Queens Pageant.
The association hopes this festival will continue to bring people together. It is the desire of the association to provide a positive image of Starks, help other non-profit groups raise money for their projects, and to bring all the residents of Starks together.

The Starks Business & Civic Association holds monthly meetings primarily to discuss the upcoming fesival activites. If you have any suggestions or would like to serve as a volunteer, please attend our next monthly meeting. Our regularly scheduled meetings are held on the 1st Tuesday of each month at 7pm. The location is the Starks Lion's Club building on Evangeline Hwy in Starks.
